In our
country, the mode of selection of peoples' representative require a change.
It was based on assumption that all the voters will cast their votes, and
the candidature will be decided mainly by the party alone, and there will be
one or two political parties to contest. But today matters have taken a turn
round the corner. Regarding the term majority, a newer definition is to be
sought.
Presently only about 75% of the voters go to the booths and out of these,
votes are split among various candidates and the person who gathers the
highest no: of votes polled candidate wise, get the mandate. (Example: Total
polling 75%; votes arrayed like 19.5%, 15.4%, 32.6% 7.5% like that, for
different candidates). But when a mere 32.6% vote makes a candidate
successful, the fact is that the remaining larger portion - i.e. 67.4% or
42.4% (75% of the electoral roll minus 32.6%) is against him. That means
here minority is deemed to be the majority.
It is not fair to maintain such a faulty system. Instead of this, all
voters should be allowed to vote for candidates in order of preference
allotting higher points to higher preference and the total points earned is
to be reckoned as the criteria for selection of the candidate. This can be
done by re-designing the software of Electronic Voting Machines. Amendment
to this effect is to be made upon, if there is people's will. And to
enlighten the people in such area, intellectuals from all fields should come
forward.
Also to end up the
present day monopoly of political parties manipulating the election outcome,
there should be a two pole representation in parliament and assembly wherein
it should be bicameral legislation. There should be twin house management;
by one house forming area wise representatives of the people as of now and
the other house forming field wise representatives of all class like
business, industry, agriculture and other trades, void of parties who will
not be granted any form of gratification as a parliamentarian, save for his
protection of emoluments in the respective fields.
This will help to make a change in the present day party politics; when
the pulse of horizontal and vertical cross sections of the society will be
reflected in course of in-house decisions and will tend to prevent
corruption to a larger extend.
