Kerala government's
education policy has been discussed by all the minority as well as majority
organizations. The first issue was the one of self-financing colleges.
All the Christian, Muslim management institutions fought well
for their rights. At last government had to compromise on some issues. A
consensus was made between the government and the management organization
regarding admission and tuition fee. This means government could not make
hard reforms.
There are many factors in the educational system of Kerala,
related to both social and political issues. Suppose, on one fine morning
government announces a reform and make it mandatory for the institutions.
What would be the result? A widespread protest among teachers, management
and organizations would begin.
The recent controversy over the Kerala Education Rules (KER) suggestion on appointment
of teachers in the aided school lead to a widespread protest of various
organizations in the state. N.S.S and major Christian organizations joined
hands against governments reported move to implement the KER suggestion.
Meanwhile the leader of opposition teachers organization, K.
Vikraman Nair has resigned from the committee on educational reforms. He
alleged that the government is taking unilateral decisions on major issues
and his suggestions were not approved. This emphasizes the political
narrow-mindedness of the government, he points out.
The government's reported decision to hand over the
administration of aided schools to local bodies would invite widespread
protest. There are lot of chances to politicize the institution, if
transferred to local bodies. Besides that, the local bodies are struggling
to complete its routine works. Extra workload would affect its functioning.
None cares for the aided schools. There has been discussion
on aided school appointment. But most of the academicians and think-tanks
have the opinion that a hasty decision should not be taken in this regard.
There are many social and economic factors to be considered on this issue.
Aided schools were established by many social and religious organizations
and its contribution to Kerala education sector are immense. In one fine
morning, taking all power from the management is injustice, according
Christian, Nair managements. More discussion is required in this regard,
says Opposition leader Oommen Chandy.
Meanwhile S.N.D.P leader Vellappally Nateshan welcomed the
KER suggestion and urged the government to implement it soon. He also
offered to hand over SNDP school appointment to P.S.C. According to N.S.S,
S.N.D.P move is just an exercise for image-building. This organization has
nothing more to lose compared with N.S.S and S.N.D.P.
Anyway, the joining hands of Xian-Nair community against the
L.D.F education policy is being discussed in political circles. Meanwhile,
education minister told that no decision was taken on the issue. Final
decision will be taken only after meeting with managements. This means
government will not make an immediate move to implement the reform.
Majority of the academicians and leaders have the opinion
that reforms could be implemented on long term duration, i.e. after five or
more years.
